In addition to the consistent Easterly trade swell, the North Coast catches Atlantic groundswell from Nov-April and hurricane surf season is best in September-October. There is no localism and visiting surfers have the chance to explore and get waves all alone! The North Coast of the DR is less than a 2hr flight from Miami and under 4hrs from New York.
